Yes, everyone can have a web site and publish their own content, but some of them aren’t prepared to talk about it, or support others in talking about it. After all, one of the benefits of blog comments is that your users don’t need their own site, social network account, email address, or even greater awareness of the market space in order to connect with you. In an era that’s all about dialog, denying on-site dialog seems counterproductive and unsupportive.

		<description>Great topic, and I&#039;m of the opinion that there&#039;s nothing wrong with disagreement - in fact it makes the discussion more interesting, but disagreement is best when it is done civilly and with mutual respect. 		<description>Yes, interacting is part of the best practice of Web 2.0. And yes, I know sites in which I read the content and also each word on comments, and sites I just browse. 
My reaction is based of content, sometime I agree and sometime I politely disagree. I always we find people who aren’t embracing all we say, but if we agree to disagree, we start a debate. The problem is when a disagreement is now back up with arguments, the appetite to continue the debate will stop after the first exchange. 
I am glad you choose this topic, and hope people will continue to engage on this subject. In my favorite blog, I have topics with zero or one comment, and topics with 21 comments so far.
Starting a debate is really triggered by the content and the way content is presented.
